A comparison of three fractional CTO retainer levels beside a list of what the retainer buys

Summary: This article explains what a fractional CTO costs, how hourly rates turn into monthly retainers, and what a business should receive for the money. It is written for owners and division heads who are pricing the role for the first time.

A fractional CTO is a senior technology lead who works for your company a set number of hours each month, on a retainer. You get the judgment of a chief technology officer without the salary of one. The first question every owner asks is what it costs, and most providers will not say until the second call. We publish our prices, so we can also explain how prices like ours are built.

What does a fractional CTO cost per hour?

Published rates in the United States in 2026 run from about $150 to $500 an hour, and most fall between $200 and $350. Rates in large technology markets such as Seattle sit toward the top of that band, and AI experience adds a premium.

Treat a rate far below that range with caution. A person with the experience to lead your technology decisions has other ways to earn that rate.

Our own rate is $250 an hour.

What does a monthly retainer cost?

Most fractional CTO work is sold as a monthly retainer, not by the hour. Published retainers range from about $1,500 a month for a few hours of advice to $15,000 or more for someone working with you two or three days a week.

The wide range reflects two different buyers. Funded software startups hire a fractional CTO to run an engineering team, and they pay for 40 or more hours a month. An established contractor, distributor or retailer needs far fewer hours: someone to set the plan, read what vendors send, and answer for technology in the leadership meeting.

Retainers are usually priced 10 to 20 percent below the hourly rate, because the hours are guaranteed.

Our retainers, as published on our Fractional CTO page:

  Advisor Lead Embedded
Monthly retainer $1,800 $3,400 $6,400
Hours per month 8 16 32

What should the retainer include?

A retainer should buy documents, meetings and decisions you can point to. If the description is “strategic guidance”, ask what you will be holding at the end of month one.

A reasonable list for the first 90 days:

  1. An inventory of every system the business runs on, and who maintains each one.
  2. A register of vendors and contracts, with renewal dates.
  3. A ranked list of risks.
  4. A dated roadmap with a budget range for each item.
  5. A written recommendation each time a significant decision comes up.
  6. A named person at your leadership meeting on a set schedule.

A written policy on how staff may use AI tools belongs on that list too. We cover what goes into one in an AI acceptable use policy for a small business.

What is usually billed separately?

Three things are normally outside the retainer, and a provider should say so before you sign:

  • Building software. Retainer hours are for decisions. Development is quoted as a project.
  • Security audits and penetration testing. These are their own engagement with their own scope.
  • Extra hours. Ask for the rate and whether extra hours need your approval in advance.

How many clients should a fractional CTO have?

Ask. A person serving more than a handful of companies cannot know yours well. We limit the service to five clients at a time.

Is a fractional CTO cheaper than hiring?

Yes, by a wide margin, as long as your business needs part of a CTO and not all of one. A full-time CTO carries a salary, benefits and usually equity. A retainer of $3,400 a month is $40,800 a year with no hiring risk, and it can end with 30 days’ notice after the initial term.

The comparison changes when technology is the product you sell. A software company usually needs a full-time leader. A company that runs on software usually does not.
